I believe this is an Elite Custom Cue associated with Dick Coons of Lincoln, Nebraska,

cue has several features consistent with the older Elite/Coons cues:
The distinctive Elite butt emblem
Natural figured maple shaft
Dark figured hardwood butt/forearm
Wood-point construction
Two-piece construction
Older metal threaded joint
No obvious modern production markings

These were custom/limited-production cues There is also evidence that Coons had some cues made for Elite by McDermott, which explains why construction can vary between examples.
